The Arctic-Alpine Botanic Garden is the most northern such park in the world and is located near hotels in Tromsø, Norway. Tromsø is a fairly cold place but can warm up to make the park pleasant. It opened in 1994 and is run by the Tromsø University Museum. Open during tolerable summer months (late May through early October), the Arctic-Alpine Botanic Garden has a fabulous view of mountains in the east as well as the south and a fantastically cool summer season, with an average temperature in July of about 53 degrees Fahrenheit. Winter temperatures could be worse, bottoming out at about 24 degrees, but keep in mind that the "midnight sun" never rises from November through January, making it feel like winter and night during this dark season.
